This sector was created in 1992 after the earthquake that left a great number of families homeless. Caritas saw that it must pursue this project for poor people suffering from being homeless for many reasons: demolition, collapsing of homes and expulsion by legal decree, marriage and independence in a private apartment.

Hereunder are the criteria for cases we help:

  • Old houses liable to fall or damaged and so must be demolished according to an official decree.

  • Common lodging: many families live together in the same apartment in separate rooms, having only one kitchen, one bathroom and a living room for all.

  • Expulsion due to not paying the rent: the sector helps those families to avoid being left alone in the street.

  • Families living with step-parents, a situation that creates many problems, especially when there are children.

  • Projects of housing for youth offered by the government, banks or public establishments that necessitates the payment of a down payment and fixed installments afterwards.

  • Administrative decree of expulsion due to building a house on a land of the government. This decree is also applied to non authorized buildings and those which are situated on cultivated lands.

  • Young people wanting to get married. These people must present their marriage contract to obtain the loan.

  • People who signed checks or receipts to purchase an apartment, and are at risk of going to prison in case they fail to reimburse the required amount.

Problems the Sector faces:

  • Owners prefer selling rather than renting their apartments to receive a higher revenue. Therefore, young people and the unemployed are not able to have a house.

  • Rise of the number of persons wanting to get married and have a house.

  • High rate of population increasing.

  • High cost of means of transportation in the new cities which are far from job and service locations.

  • Inability to reimburse housing loans: disease, death, unemployment.

  • Lack of financial resources of the Housing Sector.  

Stress was made on compliance to the conditions to ensure that the service is provided to beneficiaries who merit them. Those conditions are:

  • Not less than two children in each family.

  • Urgent social need.

  • Illness of one or more members of the family.

  • Poverty.

  • Absence of the father or the mother.

 
 
 
Description and objectives of the project

 

 

The following components are all in line with the Government of Egypt’s own development plans:

 

 

Young farmer families cultivating the newly reclaimed desert of Nubareya. Established in 1996, this project seeks to reclaim Egyptian desert, using youth’s unemployed energy. Services provided to young people include:
  • Social activities: educational services, libraries, clubs, etc…
  • Health services: medical clinics, first aid courses, medical surveys in villages.
  • Environmental activities: studies about water and plants pollution.
  • Caritas model farm, involving an irrigation system using progressive flooding, developing agricultural services programs, farm planning and setting up plant gathering projects.

Leprosy centers in Abu Zaabal and Amriya.

The Abu Zaabal center provides medical care to 1.800 patients, while Amriya centers is providing treatment to 120 patients.

Some of the services offered by Caritas include:

  • Extending the cultivated land around the two centers, through involving patients in these works.

  • Encourage sanitation projects.

  • Educational services.

  • Initiating a medical program.

  • Early detection of leprosy and treatment in clinics.

Youth working camps

The youth’s works consist of rehabilitation, maintenance and construction, renovation, planting and recreational activities.

In this component, the food commodities will be distributed as hot meals to the young during the summer camps.

 

 

Food for Health and Nutrition Education

Food will be given to women and mothers who cannot afford proper feeding, while attending the health and nutrition education, and receiving ante and postnatal examinations care.

 

 

Food for Micro-Projects

Food aid is a logical complement to the financial loans provided by Caritas due to the small amounts of loans.

 

 

Food for Vocational Training

Hot meals are distributed in the vocational training centers as an incentive to follow the training.

 

 

Implementation

Caritas has an agreement with the government of Egypt to allow the Ministry of Social Affairs to handle all custom clearance on its behalf.

 

 

Food commodities were distributed in Caritas Egypt Centers at Ayat, Boulac, Haggana, Kafr el Sissi, Mataria and Omrania as well as at our Headquarters in Shubra and from our Alexandria’s office.  They are also distributed to other NGOs.  Food commodities help to improve the organization quality and follow up of social services. More than 400 families or around 3.000 individuals are covered by Caritas food aid program.

 

African Refugees

General Overview

 

The assistance procedures implemented by the United Nations High Commissioner for Refugees (UNHCR) in accordance to their budget imply that individuals and couples are assisted only in extreme situation such as old age, illness or handicap. Families receive allocations that are not sufficient to cover their rental fees specially that the cost of living has increased approximately 100%.

 

The education allowances provided by UNHCR were also limited to primary and preparatory years and discontinued for secondary school.

 

Caritas is hence confronted with cases of extreme poverty affecting the refugees who suffer from diseases related to malnutrition (anemia, tuberculosis etc.), skin diseases and nervous and psychological diseases. There are also cases needing permanent treatment such as persons suffering diabetes, heart disease, kidney and liver diseases, cancer etc...

 

Further are the dramatic social living  conditions  whereas families are  thrown out  of  their house  for non-payment of their rent, or situation where  20  persons are accommodated  in one flat,  with all kind of  problems arising , the spread of diseases due to proximity or problems of  misconduct.

 

Another demonstration of the social deterioration of this group is the increase of violence as a result of poverty, illness and lack of proper assistance.

  

To coordinate the assistance and discuss refugees’ issues, regular meetings take place with the participation of Caritas and all concerned including UNHCR, various  Embassy delegations established in Egypt, the Ministries and the Churches.

 

In order not to duplicate the assistance Caritas maintain a computerized list of refugees assisted by UNHCR.
